What extra docs needed for DFA passport renewal?

My passport renewal got kicked back at the DFA window because of missing paperwork.

I brought the old passport and the filled-out form like I thought was standard, but they flagged something about needing an updated ID or supporting docs I didn’t have on me. Ended up wasting the trip and having to reschedule.

What one thing should I have done differently?

Checked the site again before rescheduling but the listed requirements still didn’t line up with what they flagged at the window. Not sure if it’s an extra local rule or something else.
