PAGASA issues fresh weather updates on July 23 as Habagat and Tropical Depression Kiyapo bring rains and wind signals.
The state weather bureau noted the southwest monsoon continues to affect parts of the country, with additional influence from the developing low-pressure area now tracked as Kiyapo.

PAGASA’s 8 a.m. outlook on July 23 showed high rain chances across multiple cities. Bacolod listed 90 percent chance of rain, with similar patterns expected in Visayas and Mindanao provinces.
Signal No. 1 was raised over portions of Northern Luzon due to Kiyapo moving west-northwest.
Earlier advisories warned of 50-100 mm of rain in areas including Sultan Kudarat, Sarangani, Lanao del Norte, and Maguindanao through July 24.
